Genshin Impact 1.3 will only arrive in February 2021 but leaks on the banners are already available and among them, we will therefore find new characters. As you surely know, there was to be a lantern festival to celebrate the Chinese New Year. It is in this version 1.3 that it is finally planned and to accompany it, banners with new characters are arriving.
Among the characters that should be available in this update, you find the famous Xiao who was available during one of the betas. He should have his banner from February 24, as Nepnep Impact tells us via a tweet. There is also another banner scheduled for February 3 with two characters that we do not yet know except for their unofficial name and their attribute.

Of course, this information can change at any time and some names are not official, in particular for the characters whose visuals we do not yet have.
