Unfortunately, there is no official fix for the Frozen Enemies not dropping Loot issue in Atomic Heart, as of now yet. Since the game rolled out very recently (at the time of writing this article), the devs are still checking and collecting more data. This means that players will need to struggle with this, and other issues, for some time. Since the game also has other potentially game-breaking bugs, the devs will most likely prioritize them over this one.
Now, there is no strict variation of this issue. Most people like to save ammo and use their axe or other melee methods to deal with frozen enemies. But, folks who used guns to finish them off were also not able to collect any loot from the bodies. Now, this is a little concerning because the Freeze mechanic is vital in the game.
