Unfortunately, Endnight Games has not yet released any official fix for this issue yet. This is one of the many problems that has plagued the game. Though, there are some things that you can do to ensure that the issue is not from your end. First, disconnect any extra controller or input devices that might be connected to your PC. Your in-game cursor will react like this if you have both controller and mouse connected to the system.
Also, make sure your wireless mouse/controller is charged before you start playing the game. In the case of wired devices, disconnect them from the PC and then reconnect them back. Make sure that the connection isn’t loose. We recommend keeping your USB ports free if you are not using the devices.
