You can also find Tera Shards by defeating/catching Tera Type Pokemon in the wild. You can identify tera pokemon easily since they glow. Likewise, you can find the shards by exploring the Area Zero region. There are quite a number of shards for you to find in this area. However, it is a much slower process.
Well, you can also get Tera Shards from completing different Tera Raids. You can see these raids on your map. But, you can only complete 3 Star Raids before completing the main story.
