Well, it is important to note that this is not an issue or a game-related bug. This is instead relative to the circumstances or factors that are around your Pokemon. Likewise, your Pokemon will refuse to listen to you in case you catch them/get them through trading at a level that you cannot currently handle. Therefore, it is important to get enough gym badges in the game that allows you to handle or make sure a high-level Pokemon listens to your commands. Consequently, the level of a Pokemon and its correlation to your gym badges determines whether it listens to you or not.

If you want a high-level Pokemon to listen to your commands, you need an adequate amount of gym badges for the same. You can always go to your Trainer Profile to find out how many gym badges you have. In case your gym badge count is too low for the current level that your pokemon has, it will not listen to your commands. Also, there is a caveat to this. The caveat is that if you catch a Pokemon at a low level, it listens to you at all levels no matter how many gym badges you have. So, you don’t have to worry about your level 5 Rotom not listening to your commands once you level it up to Level 50 or more. The Pokemon Obedience feature kicks in when you catch or trade high-level pokemon.

You can find the level of a Pokemon that you can handle in correlation to the Gym Badges that you need using this list –

  • 1 Gym Badge (Level 25 or less)
  • 2 Gym Badges (Level 30 or less)
  • 3 Gym Badges (Level 35 or less)
  • 4 Gym Badges (Level 40 or less)
  • 5 Gym Badges (Level 45 or less)
  • 6 Gym Badges (Level 50 or less)
  • 7 Gym Badges (Level 55 or less)
  • 8 Gym Badges (Any Level)

So, if you want a pokemon of level 52 to listen to your commands, you will need 7 Gym Badges to make sure it does.
