When you interact with these machines, you will get an option to submit some crafting material and league points to start crafting the Thunder Fang TM. But you must note that Thunder Fang TM would not be present in the list of craftable items unless you gain access to the Poke Center, or find Thunder Fang TM by exploring the overworld. In the overworld, there are two locations where it is found. They are:
In the West Province (Area Three), at the tall grass northeast of Medali.
In East Province Area One, at the tall grass east of Artazon.
