In LoL patch 10.17, Riot Games pushes the bot lane meta in a new direction, because Caitlyn, Sona and Lux are nerfed. In addition, Yone is weakened for the first time. Riot’s lead gameplay designer Mark “Scruffy” Yetter published the changes planned for the new 10.17 patch on Tuesday night. In addition to a Nerf for Yone, Riot has decided to focus the major changes on the bot lane.

League of Legends Patch 10.17 Changes
Caitlyn in the ground, Kai’Sa and Xayah Buffed
The changes could actually mess up the bot lane meta. Caitlyn, currently the strongest ADC, will lose five movement speed.
Meanwhile, Xayah, Kai’Sa and Varus are buffed. For Xayah and Kai’Sa this means more AD per level, while Varus gets his arrack speed increased. Kai’Sa’s E-ability will also give her more attack speed in the future. The buffs could be enough to bring the three AD carries back into the meta.
Riot probably wants to eliminate a popular bot lane combination, because Sona and Lux are nerfed at the same time. At Sona it hits the Q-Spell and the E-ability, Lux loses strength on her shield. Scruffy explained on Twitter that both champions had also become strong individually and therefore deserved direct nerfs.
Going in to the patch we thought that Sona Lux were only OP as a combo (which they are, very)
Digging in to the data it turned out that they had both become OP as solo picks with optimized builds in the current meta so we went with individual nerfs instead of their interactions

Hecarim Reverts back to old self and Yone Nerfed
The newest champion Yone gets the first Nerf with the first patch after its release. With a meagre 44 percent win rate in every Elo it might not seem prudent to nerf Yone. But skilled players have proved that Yone damage and CC potential is high enough to demand a nerf.
Yone loses some base damage on his Q ability in 10.17 and can no longer heal himself through Lifesteal with his Ultimate.
When we overshoot a buff in a patch we always first think about reverting partially (like cait and hecarim this patch)
When we sometimes go with a different nerf it’s because we think the buffs are worth keeping and we want to shift a champions gameplay in that direction

Hecarim also receives a Nerf. The buff he got from 10.17 on his E-ability is almost gone. After the patch, some players complained that it was unnecessary to reinforce Hecarim. It is currently in the platinum range and higher with a strong 54 percent win rate according to LoLalytics.com, making it one of the most successful champions.
Gragas Buffed and Aatrox Buffs
The buff list also includes Gragas and Aatrox. The latter receives more bonus AD from his Ultimate, while Gragas’ base armor is increased from 35 to 38.
Evelynn and Qiyana, however, look into the tube. After her buff in patch 10.16, Eve loses some damage on the Q ability. Qiyana’s damage on the W and E spells is clearly nerfed.
