According to Ubisoft’s Vice President Executive Producer Marc Alexis Cote,

It is reported that as part of the Tencent and Ubisoft agreement to bring more of Ubisoft’s intellectual property to mobile for China and worldwide markets, Assassin’s Creed Codename Jade has been in development for more than three years.
