This can happen because of a fault, or the company has intentionally done that for server maintenance. And sometimes, it is done to add new content with rolling out the update.

April 2 – Server Maintenance
Talking about the current status of Crew 2 servers. The servers of Crew 2 are currently down as the developers are rolling out the fix to the Nismo bundle. The servers will be unavailable for 1 hour.
After the maintenance, the newly-fixed Nismo bundle will be reactivated.
Official Statement –
Our #TheCrew2 maintenance has now begun. Estimated downtime is 1 hour, and players will not be able to connect to the game in the meantime. Its purpose is to reactivate the newly-fixed Nismo bundle.
