This was first noticed about a year ago when this issue was raised by several players. Back then there was no solution to it however, a workaround has since been found.
In order to lead the animals or have them go to a particular location, you will have to make sure that they are unobstructed by anything in the base. This means there can be no obstructions in any form. Something as small as a box in the way of the pack animals can trigger this error. Players have reported that they solved it by removing or moving the barricades around the path of the animals to solve this issue. Once they moved these barricades or demolished them, the animals were able to get to their designated spots easily.
