Games with different tiers of weapons in different classes usually have complex progressions between the tiers. A weapon from the next tier will always be better than a weapon from the previous tier, without upgrades. Further, in order to unlock weapons from higher tiers, you need to obtain or possess the required core material for the weapon.
If you are able to harvest the core material for the weapon from a tier above the one you are currently on, you can unlock the requirements for the weapon. In order to craft these weapons, you can have a chat with the Blacksmith in Kamura Village. This will open a menu showing you the different types of weapons you can craft, how many resources are required to craft them, and a brief overview of the stats.
Unlocking weapon trees otherwise happens rather automatically and in the background. As you progress through the game, you will complete challenges and quests which will grant you rewards in the form of materials or other valuable resources. All these resources and challenge experiences contribute to the unlocking of higher-tier weapons in the weapon tree. The weapons in the highest tiers are usually very very difficult to craft and need tons of resources to make.
