This hotel can be located in the Boston Harbor area, just below the Shamrock Taphouse and northeast of Mass Bay Medical Center. Once you arrive, go through the door, defeat the raiders, and open every door. One of the doors will be the quest trigger, where you will find the magazine. Doing so should lead you to the next part of the quest. But it is possible that after the quest trigger gets active, the game will tell you that the previous objective has failed. To fix this, you will need to use a console command.
Use Console Command
You might reach and enter the Harbormaster Hotel, but it’ll show that you failed the “Listen to the Mysterious Radio Signal” objective. In that case, you can use a particular console command to complete this objective. Press the tilde key (~) to open the console command box, and type “setstage ccFSVF04 007_Quest 20” without the quotes. This will make the game skip the aforementioned objective and you can continue with your quest.
