To recruit the villagers from the Nook Mile islands, you have to purchase Nook Miles Ticket from Nook Stop Terminal in Resident Services. It will cost you 2000 Nook Miles.
Then, head to the airport and fly to one of the Islands. They are relatively small and seem to generate randomly. There you will find many resources to gather and among them, you can collect a Foreign Fruit which can be sell for a good amount of Bells.
You can talk to random people and ask them about coming to your village. But you can do this only after unlocking the option to place a plot for a new villager, which appears on Day 4. If they agree to your proposal, you have to go back home and build a bridge and home for them. This whole process will unlock the ladder in the game.
The home will complete in one day, and it will take one day for new villagers to arrive. You can use time travel, but syncing with real-time is fun.
