Set up the Controller settings –
The first fix you can try is to go to the Controller settings on your Deck. This is the controller icon on the game’s detail screen. You have to edit the controller layout in accordance with the Steam Deck input. Here, you have to pick the option that emulates keyboard and mouse input. This is not a great solution to the issue. However, you can control the game without having to plug in extra input devices such as a physical mouse and keyboard.
Sideload Windows and remove other input devices –

Now, find the ProfileOptions_profile file and open it. Next, change the value next to the GstInput.GamePad line from 1 to 0. This workaround was suggested by a Redditor, so it is worth a try.
Use Proton Experimental in the settings –
Another fix you can try is to use the Proton Experimental version. In order to do this, go to the Steam Deck settings and navigate to the System option. Under the System Settings section, turn on the Enable Developer Mode option. Then, go to the Dragon Age Inquisition game page and open up settings. Here, you have to go to the Developer option and delete Proton. Now, open up settings again and go to Properties. This time, go to Compatibility and check the box for the Proton Experimental version. After this, launch the game and the controller should work properly.
