1. Locate your mods folder
2. Move the folder to the desktop
3. Clear your game cache
4. Delete the localthumbcache.package from the Sims 4 folder
5. Load the game again

If this does not work there is another way:

1. Move all the mods and cc to a temporary folder
2. Move a few files back at a time
3. Load the game to make sure it works
4. Delete the localthumbcache.package from the Sims 4 folder.
5. Repeat steps 1 through 3 till there are no more files left
